I believe Trygvis has already implemented one for continuum. Correct, it is only partially automated, but it can warn on ignored info, fail on missing info.
It can easily handle the different names in scm and connection, for example.


As far I know Trygvis' tool converts poms in the repository.
The biggest problem here is not that pom structure is different but that in case of m1 poms were splitted into 3 files
(project.xml, project.properties, maven.xml)
And we will just have one of them (project.xml) in the repository.
