Description:
currently there is a high crossover in functionality between HttpUtils,
maven-artifact-plugin and wagon (which is the library built out of the former).
I need to do the following:
- reapply all changes made to these to wagon
- replace their usage in m1 with wagon
This will allow much easier maintainability of the code.
