Description:
Setting the property maven.home.local e.g. to C:\maven should cause the local 
repository location to be C:\maven\repository. This desired location is used 
for the dependencies declared in the project.xml file, but is ignored for JARs 
used internally by Maven and its plugins (e.g. for commons-jelly). I think this 
was working in the 1.0 release of Maven.
