This really should be applied at a global level, not just at the eclipse level. 
 For example, war.dependency would be another example..   I don't see a really 
strong reason to add this..  It's nice, but looks like more complexity..   
Could you reopen this bug at the Maven project level?

Description:
It would be nice if the "eclipse.dependency" property could be specified in 
property files in addition to in the project.xml. This would allow some 
developers to have certain dependencies reference eclipse projects that not all 
developers have, by including the appropriate entries in their local 
build.properties.
