syncopate needs to validate the incoming directory layout

we need to validate a couple of things:
1) that the incoming content from sources is in the correct layout, and error
on stuff that isn't. dist.codehaus.org are often offenders here (eg
http://www.ibiblio.org/maven/non-codehaus/)
2) we should probably restrict the group IDs synced, to prevent - for example -
codehaus uploading Apache artifacts over the official ones
