It should be possible to run -u without a goal

It would be useful to be able to run "m2 -u" without a goal, in particular if 
you have a build like this:

Project A:
Project B: depends on A

You'd like up update the dependencies of project B even if you know that A's 
build is broken (and thus would not be updated with todays setup).
