note: during the process of creating a user settings.xml file there was a typo 
in the file name and none of the settings were read (obviously). had a default 
file been installed (and required, at least at the gobal level) this error 
would not be possible. admittedly this is a boeehead maneuver, but fustrating 
nonetheless.
