Just a heads up - the location of <localRepository/> has moved to the
top level in settings.xml. We'll need to remember this in the next
release notes.
A particular issue with this is the way it is found in maven-core-it and
the bootstrap - if you have the original definition in profiles it may
be picked up, so it is best to remove them altogether.
