What about configuration to fail on error? Or is that something that the
report should operate on in context? ie if failOnError && !buildingSite
throw new MavenReportException.
Are there other similar examples? I agree otherwise the configuration
should be the same - but I think as long as the reports section is used
to configure plugins for execution too, then having the build section
override that at build time only makes sense.
