Fix For: 2.0-rc1
m2 users will not be able to use development m1 repos as effectively without
repoclean processing the poms.
But we want ibiblio clean from unreleased stuff.
Systems like Yum have a Base, stable, development, test primary repo. We can do
similarly.
Add a primary development repo and sync in nightlies, converting m1 snapshots.
Purge it regularly (eg keep only the greater of X days and Y builds)
sync it to a mirror.
suck in from cvs.apache.org/repository, jpox nightlies, and any snapshots that
came through the main channels
