Description:
we are now downloading timestamped versions and saving them under that version
ID.
this would be of great benefits to IDEs so that the descriptor does not need to
be updated whenever a new snapshot is resolved.
the reason this is not currently practical is that a POM is first resolved, and
following that there is nothing to indicate that the JAR needs to be updated.
