They *are* equivalent in XHTML 1.0 (see section 4.6 in [1]). They are not equivalent in HTML 4. Maven generated sites are XHTML 1.0.the "two line break" visualization it's surely an IE issue but note that <br/> and <br></br> are not equivalent, br must be collapsed in html.
