Commons-logging version mismatch

The <version/> in the POM is set to "1.0-dev" which conflicts with the implicit
version in the filename. This is true of commons-logging POMs for other
versions also.
I get an error when I try to generate the site when my project depends on
1.0.3. When I fix the version number in the POM, site generates as expected.
