linkoffline tag is not parsed properly

When using the javadoc plugin with linkoffline, my pom contains :

but the generated command is then :

according to the javadoc documentation, it seems that the syntax should be :
javadoc.exe ... -linkoffline http://java.sun.com/j2se/1.4.2/docs/api/
path/to/package-list/ ...
(without ")
