commons-lang needs to set JUnit dependency to test scope

The pom.xml for commons-lang-2.1 should have junit with test scope like this:
<dependency>
<groupId>junit</groupId>
<artifactId>junit</artifactId>
<version>3.8.1</version>
<scope>test</scope>
</dependency>
Otherwise, I have to include an exclusion of junit in my pom (that lists
commons-lang as a dependency) and this ends up causing the clover plugin to
break :(
