Lightweight HTTP wagon doesn't support caching

LightweightHttpWagon always write a "Pragma: no-cache" header when requesting
resources - this stops regular proxy caching from being much use..
There's a todo in the code for this, but appears to depend on wagon's being
configurable - so I'm not sure if there's a issue for this to depend on.
