Fix For: 2.0.1
if a particular remote repository is being used to download from for the first
time, test the retrieval of a known file so that missing proxies/unreachable
repo can be better diagnosed
(this may be possible to do as part of the first request instead).
Currently, users receive the error that a particular plugin can't be found.
