currently, metadata is looked for updates on the same interval as releases.
However, if that is never (which is valid if you want a purely snapshot
repository), then finding out the available snapshot versions is impossible.
The metadata update policy probably should not be individually configurable, as
that would be confusing, but instead should be the more frequent of snapshots
and releases, and the more permissive of thetwo checksum policies.
