clover should generate a placeholder if project do not have test cases

For project that have no test cases (like parent projects of packaging type
pom), the generated site contains a Clover link under the "Project Reports"
menu but since coverage testing results was not generated for this project then
the link points to a non-existent page.
In cases like this, it would be nice to have a placeholder page (one saying the
tests were not applicable), or the actual clover link removed so that the
users will not click onto a missing link.
