Tomcat 4.1.31 missing

Not sure if this is the correct place to ask this becase the instructions on
the maven2 site are not specific. Let me know what the correct procedures are
if this is not the right place.
I asked the Tomcat team to add Tomcat 4.1.31 to the Apache repository. They
did that. See: http://www.apache.org/dist/java-repository/tomcat/jars/
It looks like the directories got created for maven2 but no jars or poms.
What needs to be done now to get the jars and poms in the central repository
for maven2?
Specifically I need jasper-compiler and jasper-runtime. I know somebody else
asked about catalina in the mailing list a while back.
