New plugin that uploads artifacts to public repository

To make it easier for mavenized projects, especially open source projects, to
make their artifacts available on Ibiblio and/or other public repositories, I
would like to suggest that a maven plugin be written that uploads the artifacts
to the public repository as part of the project's install phase. This would
take out the middle man which is the current maven evangelism process and free
up much of Carlos Sanchez's time :)
Of course, this process would be complicated by the need for authentication,
and other security issues, but I think it is worth working through some of
these issues as the benefit to the community would be tremendous. There would
be no lag time between a fresh release of a project and the appearance of the
resulting artifact(s) on Ibiblio.
