yes, extensions need to be loaded up front. The problem is that you are 
inheriting the extension, so the parent, and the build tools themselves, 
require the extension. That is never going to work.

What does your extension do that it needs to change the way Maven's core works 
for every project? I'd suggest you might need to put it under a separate 
release cycle and have the main build depend on a released version.
