Actually its the dependency jars that are missing. The bug title should be
changed back.
The module jars are included successfully. Although I am using the following
to include them.

<directory>moduleA/target</directory>
<includes>
<include>*.jar</include>
</includes>
<outputDirectory>/lib</outputDirectory>
</fileSet>
