Maybe a simple process of:

- saying it's close to a time for a release
- at that point no more issues assigned the fix version
- when the count goes to zero the voting starts
- 72 hours later the release happens or discuss why it was voted down

At some point we might even be able to automate this will a little voter app, or use the one we use for board elections. Still visible but much better audit trail.
