I think this has been proposed as a pure Maven feature before, and its best to keep it there. Can you file it in JIRA if it isn't already? What we can do with the repository proxy is make it appear to be several repositories, caching each under one app. I'm not sure there is a purpose to looking in several repositories for the same thing (unless its for mirroring - again something that should be in Maven itself).
