Cannot checkout with anonymous pserver protocol

Running scm:checkout through pserver cvs fails with the error (see attached
log):
Caused by: org.apache.maven.scm.ScmException: password is required
If I do a manual 'cvs login' before, the build (and checkout) succeeds. Also
developer (ext) checkout works.
