Site inheritance does not work properly

I have a parent project and some subprojects. The parent project has a site.xml
at the conventional location. However subprojects do not inherit it. When
building subproject sites, maven tries to download site.xml's for each
subproject. I also tried <relativePath> in the subproject poms but it did not
help.
