Resolution: Won't Fix
I'll add something to the documentation about the release.properties file. We
want this file to stick around between failed runs so that you can see what
parameters are actually being used. Seems like folks would like this file to
stay around for debugging reasons. If you want to start fresh you have to
manually delete this file.
