if you have a dependency like
<dependency>

</dependency>
it will not included int .classpath
Resolution could be
EclipseClasspathWriter

if ( artifact.getArtifactHandler().isAddedToClasspath()

Collection artifacts = project.getTestArtifacts();
Set artifact_2 = project.getArtifacts();
