Yes but archive.apache.org/dist is not a Maven repository AFAIK, which means
that if for example I remove Cactus 1.6.1 from java-repository then Maven
users who specify a version of 1.6.1 in their POMs will find that it now
fails...

I'd like to know more about the Apache strategy for handling Maven
repositories before making a change. I'm -ccing the maven dev list to find
out what's the consensus on this.
