I find the current behaviour counter-intuitive.
I think if you were building a jar that had <modules>, 9/10 people would
expect the modules to be included in some way.
Hmm... this "multi-module" support does not seem to be ready for prime
time yet. What is it worth if only a few plugins support aggregation
...and not even surefire (which is one of most important ones!) does!
I'm assuming you just forgot the <sarcasm> tags :)
Applying patches for further aggregation support would help too *nutch* ;)
