Doesn't the lack of this functionality pretty much preclude the use of m2 to build jars that can be released by apache? Maybe I don't understand the issues but I don't see how we can completely switch geronimo to m2 without this.

Patch attached that adds project LICENSE and NOTICE files into the
output jar. By default it will add LICENSE.txt and NOTICE.txt files
from the project's basedir (if they are present) into the META-INF
directory of the jar.
