maven-2.0.5-SNAPSHOT is required to generate site for any apache's plugin

Hi I attempted to do maven site on latest source of maven-source-plugin,
maven-javadoc-plugin, both throw

[ERROR] BUILD ERROR
[INFO]

[INFO] Error resolving version for '
org.apache.maven.plugins:maven-plugin-plugin
': Plugin requires Maven version 2.0.5-SNAPSHOT

is it intended?
