Probably 3 if it is what I think it is from your later description.

There's no need to propose a vote.
So, we need (at least):
- a name for each of the APIs
I think we can at least start with the generic ones.
- to decide whether these are good ideas, if we should prioritize
one API
over the other etc
Starting with the parts that can do what is already in CHANGES is
probably the best place to start. Define the very basics: how to
describe a tracker, how to describe an issue, how to connect. The
other functions can come next - searching, creating, etc. as pieces
of functionality are needed. Biting it all off at once is probably
too big.
I'll just note that people rarely have time to contribute in a large
magnitude, so try and keep your proposals short and be sure to
clearly describe what you need to progress (something I've failed to
do in the past).
