When I build the site from wagon/wagon-site, I only get the generated 'Project Information' and 'Project Reports' links.
The inheritance structure doesn't point at something with a site.xml. The overall structure there needs to be reviewed - probably just inheriting the Projects menu from the parent and the breadcrumbs, skin, etc. I marked these up in the main site descriptor (which is not currently in the inheritance chain, though).
BTW, this is another module that needs the poms corrected to use people.a.o instead of minotaur, and to use the documented <id> apache.website for the website.

Since wagon-site exists, it would probably be better not to have <distributionManagement><site> set in wagon/pom.xml. Both wagon/pom.xml and wagon/wagon-site/pom.xml point to maven.apache.org/wagon, which carries the risk of someone typing 'mvn site-deploy' in the wrong place.
