I think option 1 with what Carlos suggested would be good, i.e.:
* we create a 2.x branch and all 2.x versions of the clover plugin will be
using Clover 1.x
* on trunk we have the 3.x versions of the plugin which use Clover 2.x
This means we can still deliver 2.x versions even after work on 3.x has
started.

Problem of option 3 is that it's costly in term of time and effort and it
also needs another module to hold common things. Not very practical.

You're probably right but this is going to be hard to change across the
board. So in a first step I think good documentation would help. For example
on the clover plugin web site, I would write explicitely that 2.x versions
are using Clover 1.x and 3.x are using Clover 2.x
