I assume you're talking about the maven-proxy from Codehaus.
If so, then I think that app has fallen into disfavor because of newer,
shinier offerings.  I'd suggest moving to Proximity (
http://www.abstracthorizon.org/proximity ) or Archiva (
http://maven.apache.org/archiva/ ) as a substitute.  Neither is nearly as
simplistic as the maven-proxy, either in behavior or configuration, but both
have varying levels of merit.
All my working experience is with Proximity, but Archiva is the "official"
product from the Maven folks.  YMMV
