Could you consider MRM-153 in the roadmap ?  The attached patch works for
me.

I'd describe the requirement as
"Serve default layout content to M1 clients"
and
"Handle relocation meta-data for M1 clients"

Personally I would prefer to have this feature even it is limited in 1.0.
The final target could be to have a really validation workflow with the
usage of a bundle, but in a first time we could only add something similar
to the deploy:deploy-file functionalities.
