AFAIK if you don't release the source code in a package with LICENSE and NOTICE file then no one will be able to your your source code because it is not clear otherwise what rights people have on files that are only available via svn and have an header telling them "See the NOTICE file distributed with this work". So if you don't redistribute the work the license is invalid.
