define it in settings.xml, but that'll still be per repository-id.
You could set up your own repo proxy with this config and mirrorOf *
if you want to set it up globally.

Probably not in the environment you are using it in. It's designed
for use when you don't build the whole tree all the time, and when
something is pushing snapshots for you regularly.
