maven.test.skip was just built into surefire as a convenience for
development, since naturally skipping tests should not be a habit or common
practice.

If you want to open a JIRA about it (I wouldn't be surprised if one exists
somewhere anyway) if I were you, I would instead expand the scope to be able
to skip entire phases - which seems generally more useful - rather than it
being up to individual plugins to enact (or not) this behavior.
