It is used when you install a generated archetype. This was separated from the 
plugin because it was hosing up the velocity instance by pulling all the plugin 
into the core classloader.

You should be sure :-)

Nothing in the tests exercised it, or referenced it. I'm about to try  
and make a bunch of archetypes so I will soon find out.
