Now I'm wondering how the rest of you actually build maven. I checked
out from the 2.0.9 tag and it failed the same way. So I guess
bootstrap.sh isn't actually used to build Maven for a release?

doesn't track POM properties, and isn't smart enough to interpolate

simply because the maven POMs are all in the reactor, where the wagon
ones must be resolved.
Looks like the usage of wagonVersion started with the introduction of
the webdav wagon.
