At the moment, most plugins have a fixed value (ISO-8859-1 for site and jxr 
plugins, UTF-8 for corbertura plugin)
Changing for default system encoding would be a build reproducibility 
regression: not a good idea IMHO.

With option b), if a user his pom with platform encoding for source encoding, 
he'll get platform encoding on reports too.
