Use a repository manager. There is no need to mirror the entire central repository anymore. You probably need 2% of the contents of the central repository. Use Nexus (http://nexus.sonatype.org) and you'll save bandwidth, not trounce Ibiblio (because we don't allow rsyncing against central itself.

There's really no need to rsync anymore these days.
