Brian, I have a couple of objections to this commit. 1. Depending on a parent that is not yet available on central will cause mayhem for CI servers. Trust me I did that once before, and it was not a pretty sight.
2. Since the vote is still open on the parent you can't tag and stage a release of the enforcer, having it depend on said parent.
