I added a test case for MENFORCER-57. Maybe this can be included in 1.0?
I also noticed that the enforcer plugin is pointing to the 1-SNAPSHOT parent
while the rules and api are pointing to the 2-SNAPSHOT parent. So I had trouble
building locally without the snapshot repository in my settings.
I also have two tests failing locally in the enforcer rules:

testRule(org.apache.maven.plugins.enforcer.TestRequireReleaseDeps)

first. Brian - would that be before the next release, or after? What

whichever is easier.
