It's likely that you still have an old copy of the 2.2-beta-4 assembly
plugin from a previous staging attempt, in your local repository. You'll
need to delete the following directory and try again:
~/.m2/repository/org/apache/maven/plugins/maven-assembly-plugin

I've corrected the missing NOTICE and LICENSE files, and [hopefully]
the POM signature issue (by using Maven 2.0.10 for the release...2.2.0
isn't released yet, so I don't want to inject further risk of bugs).

As I'm sure you've noticed, we've had a large thread on this list
regarding how to put together a proper ASF release using Maven. In order
to enable the Assembly plugin to take on the burden of producing ASF
source-release assemblies, we had to fix a few bugs. Along with this,
I've also tackled the tar/zip file modes problem. The staged repository
for this release can be found at:
https://repository.apache.org/content/repositories/maven-staging-004
