and http://repo1.maven.org/maven2/ Scrapers will definitely get blocked and stay blocked. But no normal user stays blocked if they inadvertently hit the tripwires. Only takes a short conversation, proving that the activity which caused getting banned was accidental or unintentional. We, Sonatype, are looking at setting up a third mirror but it doesn't seem to be necessary at this point in time.
