Why? I thought that everyone was in agreement that moving the Site
Plugin to version 2.2 was a good thing. It's the best version we have.
There was a concern raised that this would implicitly force everyone
to require Maven 2.2 to use it.
If you are referring to my message, I simply pointed out that last time
there were concerns (that I did not share) but this time, AFAICS these
voices remained silent, I don't think anybody objected explicitly. It's
also not true that this would force the use of Maven 2.2, it's simply a
default value that can (and should) be overridden.
